Though the laws have similar themes, it's what differs that defines them

The continuing absence of a federal privacy bill means that the patchwork of statewide privacy laws, spurred by California’s privacy law (CPRA) in 2020, makes it increasingly difficult for nationwide companies to manage compliance on a state-by-state basis.
