By default, Twitch allows users to send “whispers” to other Twitch users even if they’re not connected in some way on the livestreaming platform. However, users have the option to block whispers from strangers, which will prevent them from receiving whispers from anyone who is not their friend, follower, subscriber, moderator or editor.
