California's Unemployment Rate Definitely Bottoms Out, 'America's Unemployment Capital' Slowly Recovering

In April, the unemployment rate in El Centro, Calif., was still the highest in the nation at 27.9 percent, though hardly higher than it was last month.

El Centro and 127 other metro areas had unemployment rates above 10 percent, about 40 more than a year ago.

In April, hit especially hard by rising unemployment were Las Vegas, which recorded an over-the-year rate increase of 3.7 percent, and Farmington, New Mexico, which saw unemployment rise by 3.6
