At TargetCom in Chicago, Nora Ligurotis was promoted to senior vice president, managing director. Dasher Lowe joined the agency as vice president, director of client services.
Dennis O’Connell was elected an executive vice president at DDB Needham Chicago, where he is managing director of Beyond DDB. Judd Labarthe was elected a vice president at the agency, where he is a senior strategic planner.
