ATLANTA—Chernoff/Silver & Associates has established a Northern Virginia presence with the formation ofMartin, Silver & Clients. The new shop, which offers advertising and public relations services, will be overseen by marketing partner Stephen Hawley Martin, a co-founder of The Martin Agency, also in Richmond, Va., creative partner Bruce Goldman and media partner Tony Booth. Chernoff/Silver, based in Columbia, S.C., also operates units in Hilton Head, S.C., and Orlando, Fla.

PriceWeber Pops Korbel Champagne Ad

ATLANTA—Twenty- and 30-something males considering marriage are the target audience in PriceWeber’s new campaign for Korbel Champagne Cellars. A print ad, scheduled to appear in GQ’s September and December issues, features a provocative image of a woman revealing lots of leg and a diamond engagement ring. Copy asks, “What do you pop first … the question or the Korbel?” The Louisville, Ky., shop’s ad will run in conjunction with a “Perfect Proposal” contest for prospective grooms (the prize is a diamond ring), being overseen by Edelman Public Relations Worldwide.

West & Vaughan Touts Internet in Rural N.C.

ATLANTA—West & Vaughan has created a television, print and radio campaign for e-NC, a statewide initiative intended to promote Internet usage and high-speed Web access in rural North Carolina. “Before/After,” the print component of the Durham, N.C., shop’s pro-bono effort, consists of posters displayed in municipal buildings and public Internet-access sites. The work depicts how North Carolinians have had their lives improved by online communications. The client is the state’s Rural Internet Access Authority.

Sarmiento Outdoor Launches U.S. Presence

ATLANTA—Sarmiento Outdoor, South America’s largest outdoor media company, has established a regional headquarters in Miami. The company, founded by Orlando Terranova in Mendoza, Argentina, in 1950, intends to use its South Florida base to oversee its move into the U.S. marketplace, as well as manage operations in Latin America and the Caribbean. Sarmiento, which recently opened a branch in Italy, already operates in Argentina, Brazil, Chile, the Dominican Republic and Mexico. In Miami, Guillermo Victoria will serve as director of institutional affairs; Michelle Blair is vice president of sales and marketing.

Temerlin Suits Ups for Federated Stores

DALLAS—Temerlin McClain has re-entered the retail department store category by winning a branding assignment for Federated Department Stores’ Rich’s/Lazarus/Goldsmith’s division. The Irving, Texas, agency won the assignment following a review that included Atlanta shops Grey and WestWayne, sources said. Billings were not disclosed. Temerlin has not worked with a clothing retailer since 2000, when it lost the $200 million account of Dallas-based J.C. Penney Department Stores to DDB in Chicago. The agency’s broadcast and print campaign for the Atlanta-based division will launch in the fourth quarter.
