Ex-Underground Creative Launches Rooftop

ATLANTA Bill Harper, former creative director and managing partner at Underground Advertising, has opened a creative agency called Rooftop Communications.

The Baltimore start-up is already working with Delsey Luggage of Elkridge, Md., according to the shop. Rooftop is developing an estimated $800,000 campaign for Delsey that includes print ads and in-store signage.

Rooftop currently has four staff members, and Harper said he hopes to add 10 additional employees throughout 2005. His goal is to grow to a staff of 25 within five years while maintaining the “intimacy of a small firm.”

Harper worked at Underground from 1999 until after it was purchased by Eisner (and became Eisner Underground) in 2001. The operation doubled its billings to $5 million in that time period, according to Harper. He then moved to GKV Communications in Baltimore.

Eisner Underground, founded by Eric Harstock, who remains president and creative director at the agency, now handles $10 million in billings.

Rooftop’s other clients include Lexington Market and Congruent Media of Baltimore, the shop said.
