LOS ANGELES Siebel Systems has launched a review for the creative portion of its $20 million advertising account, sources said.

The San Mateo, Calif.-based company, which makes eBusiness applications software, has worked with Publicis Groupe’s Publicis & Hal Riney in San Francisco for the last two years. Siebel’s contract with Publicis & Hal Riney is up in the fall and the agency is not participating in the review, sources said. Agency officials declined comment.

Media, handled by Aegis Group’s Carat in San Francisco, is not included in the review.

One source said the search comes as Siebel attempts to cut costs. The company last week announced that its revenue was below projections. Siebel representatives could not immediately be reached.

Siebel spent $13 million on ads in 2002 and $5 million through April 2003, according to TNS Media Intelligence/CMR.

The client has issued a request for proposal to approximately 10 agencies and is focusing on West Coast shops, according to sources. Key decision makers include Andrew Salzman, vice president of advertising, brand and customer references; Michael Grekin, group director of worldwide advertising; and Lisa Chin, senior manager of advertising.

According to the proposal, responses are due on July 14. Following a cut to five or six semifinalists, presentations will take place in mid-August. Two or three agencies will present work to Siebel founder Tom Siebel in early September. A decision is expected by Sept. 10.
