NEW YORK – The U.S. Postal Service will start mailing out request for proposals to more than 100 agencies during the next month as the long-awaited review for the $60 million account finally kicks into high gear. Young & Rubicam, based here, has held the business for almost 20 years, but an ongoing investigation into billing practices on the account makes Y&R a long-shot to hold on to the business, according to sources. Agencies that don’t receive an RFP can enter the review by contacting the Postal Service.
