LOS ANGELES Best Western International is in negotiations to award the creative portion of its $25 million ad account to Interpublic Group’s Suissa Miller, sources said.

The Los Angeles shop overcame independents Butler, Shine, Stern & Partners in Sausalito, Calif., and R&R Partners in Las Vegas, sources said. A fourth contender, IPG’s Carmichael Lynch in Minneapolis, withdrew earlier in the process, according to sources.

Suissa Miller officials declined to comment; representatives at the other shops either declined comment or could not be reached.
