Big Tobacco increased spending on advertising and promotions in 2001 despite a decline in cigarette sales, the Federal Trade Commission said in its annual report. The six largest manufacturers spent $11 billion on advertising and promotional material, up from the nearly $10 billion spent in 2000. Cigarette sales declined by 3.8 percent in the same period.
