CHICAGO — VTech Holdings Inc. has narrowed the review for its $15-20 million educational toys advertising account to two New York shops, the consultant running the competition confirmed.

Competing for the business are Merkley Newman Harty & Partners and Fallon, said Jamie Pfaff, a Winnetka, Ill.-based consultant. The two agencies will be briefed this week in preparation for a pitch.

The review is for the Winnetka-based educational toys division of the Hong Kong-based company. VTech Holdings?s toys are sold under the Little Smart Toys brand for infants and children.
