NEW YORK – The network market is winding down for the 4th QTR, with NBC basically out of sale and ABC holding a bit of junk. The latter net also has a few NYPD Blues left, and is asking for its rate card price, $150,000 a pop. For its top shows Home Improvement and Roseanne, which normally fetch $300,000 to $325,000, ABC has set a buyout price of $600,000. No word on any takers so far.
