The Comcast-NBC Universal transaction was not on the agenda for the next open meeting of the Federal Communications Commission, leaving insiders to speculate whether or not the FCC will vote on the joint venture before Jan. 25.

Chairman Julius Genachowski circulated a draft order approving, with conditions, Comcast’s deal to acquire 51 percent of NBCU on Dec. 23. The deal also has to be approved by the Department of Justice.
