Rep. Joe Barton (R-Tex.) Friday (Jan. 23) countered the Democratic bills to delay the DTV transition with a bill aimed at resuming the distribution of the digital-converter-box coupons. The bill would authorize $250 million that would allow the National Telecommunications and Information Administration to immediately begin distributing coupons.

When the NTIA ran out of funds earlier this month and was forced to put nearly 2 million consumers on a waiting list, Democratic lawmakers began calling for a delay of the Feb.
