Spark Foundry USA today announced the appointment of Joe Kowan in the new role of executive vice president of digital solutions, precision and technology.

Spark said Kowan will oversee its entire digital offering, with a specific focus on the media agency’s precision, ad-tech and data-enabled media work. Based in Chicago, Kowan will also help expand the agency’s precision team across the U.S.

“Joe is an adept navigator within today’s complex data-led media and technology landscape,” Spark Foundry CEO Chris Boothe said in a statement. “He will be a great addition to our digital arsenal and help our clients improve the experience for their audiences as well as create a more natural engagement with relevant and precise advertising.”

Kowan was previously U.S. executive vice president of strategy and product for Media iQ, a global analytics tech company. While there, Spark said, Kowan spearheaded the company’s enterprise and technology strategy.

Kowan has also held leadership positions at several WPP agencies including GroupM, where he most recently was worldwide head of programmatic buying. As president of programmatic buying for GroupM North America, he launched a dedicated unit for the capability, according to today’s announcement.

“I’ve been incredibly impressed with Spark’s unique proposition and unparalleled capabilities,” Kowan said in the statement. “In this time of incredible complexity in the digital marketing world, advertisers are looking for leadership, certainty and results from their agencies, and I look forward to working with the talented teams at Spark to deliver on that promise.”
