NEW YORK Lightningcast said it would create a Web video network, allowing advertisers to run Internet video ads on several small- to medium-size Web sites.

Called Instream, the network would provide an opportunity for smaller Web publishers to tap into the growing demand for online video advertising, said Lightningcast CEO Tom MacIsaac. He said Lightningcast has signed up “a handful” of publishers, which he did not name, and would begin selling ads on the network in September.
