BOSTON Omnicom Group’s Fleishman-Hillard today said it would pay $4.5 million to settle all civil claims and questions regarding billing by the agency on the City of Los Angeles’ Department of Water and Power account.

In the agreement with the L.A. City Attorney’s Office, Fleishman said it also has agreed to waive payment of approximately $1.3 million the utility owed the public relations firm for unpaid invoices from 2003-04.

The agency was accused of overbilling Water and Power in excess of $4.2
