As production costs rise, and ratings fall—along with ad sales, in this slumping economy—the business of network television has been one of diminishing returns. And, perhaps excepting CBS, the outlook for most broadcasters in 2009 is even worse.

Scripted production, in particular, already has taken a big hit, what with NBC’s decision to strip Jay Leno at 10 p.m. next fall, replacing the four or five dramas which traditionally have filled those time slots.

In fact, ever since last winter’s writers strike, broadcasters have been scaling back production—ending talent deals, cutting the number of pilots, and, in some cases (again, at NBC) cutting out pilots altogether.
