Despite dropping energy prices and further indications that the economy is stable, stocks dropped for the second week in a row amid fears of rising interest rates. The Federal Reserve will meet later this week to decide what, if anything, to do with those rates. But as the year winds down, another rally seems increasingly unlikely. Both major indexes finished the week down. The Dow dropped 98 points to close at 10,778.58, off 0.9 percent.
