NEW YORK Refinery, a Philadelphia-based i-shop, has boosted Tim Quigley from director of operations to vice president of operations.

In his new role, Quigley, 31, will oversee about 35 staffers in Refinery’s technology and project services groups. He absorbs many of the duties formerly held by chief operating officer Jim John, who was not replaced after his exit last year.

The promotion recognizes Quiqley’s contribution to the company’s steady growth and its impressive on-time and on-budget project delivery rates, said Refinery chief executive Andrew Sullivan, to whom he reports.
