Veteran adman Richard O’Brien was appointed director of government relations for the American Association of Advertising Agencies. In Washington, D.C., O’Brien, 58, who also carries the title of evp, will be the 4A’s lead man in lobbying Congress and federal agencies on all issues pertaining to advertising. O’Brien joins the Washington, D.C., office Feb. 1 but does not officially begin until March 1. He replaces Hal Shroup, who will retire March 31 after serving as head of the 4A’s Washington, D.C.,
