NEW ORLEANS “Old rules” need to be changed to reflect “new realities,” claimed Dr. Robert Pepper, chief, Office of Plans and Policy for the Federal Communications Commission, at a panel that explored “The Media Landscape Through Washington Lenses,” Thursday. The session was part of the 10th annual American Association of Advertising Agencies Media Conference, being held this week at the Hilton Riverside.

Most of the rules governing media activity and ownership “were established 25, 30 and in some cases 40 and 50 years ago,” Pepper said.
