DDB Worldwide, which lost the New York State Lottery account in 1998 after 10 years, is one of 20 shops that received questionnaires last week for the client's three-year contract, said sources. Total bill-ings are estimated at $60 million.

A letter from Connie Laverty, director of marketing and sales for the client, says questionnaires are due back Jan. 12. The contract will run from Oct. 1, 2001 through Sept. 30, 2004 "with possible extension options, for up to three additional years in one-year increments."

Sources said other agencies contacted include Bates, D'Arcy Masius Benton & Bowles, J. Walter Thompson, FCB Worldwide and Deutsch, all New York.

Carolyn Hapeman, a representative for the Schenectady, N.Y., client, said Grey Worldwide, which won the account in 1998, was also invited to participate. Grey's contract expires in October 2001.

Officials at the various shops could not be reached for comment.

"It's pretty standard operating procedure," Hapeman said, noting that the client wants a full-service, New York-based agency with experience in active retail accounts.

Sources said DDB is eager to win the account for which it created the "Hey, you never know" work. Grey's first NYS Lottery ads in January 1999 were tagged, "Will you be ready if it happens to you?" Richard Mahan steered creative on the account; he left Grey in November for McCann-Erickson, Los Angeles. Rob Baiocco took over for him.
