California’s decision last week to move its four-year, $100 million lottery account is a major blow to Grey, Los Angeles, and may lead to some belt-tightening at the shop, sources said.

DDB, Los Angeles, won the account after a review that included Grey (pitching with MediaCom, L.A.), Butler, Shine & Stern in Sau salito, Calif. (pitching with Carat in Santa Monica, Calif.), and Foote, Cone & Belding and TBWA\Chiat\Day, both in San Francisco.

Sources said Grey was confident it would win based on strong lottery sales in recent years.
