Bally Total Fitness last week was in final talks to award its media buying and planning account to Publicis’ Starcom after a review that included Aegis’ Carat, said sources. Both finalists pitched from their Chicago offices. The client, also in Chicago, spent $80 million on ads last year, per Nielsen Monitor-Plus. The agencies declined comment; Bally did not return calls.
