Pacific Gas & Electric, California’s largest utility, has selected Venables, Bell & Partners to handle creative duties on its $10-20 million account, sources said. The San Francisco independent bested Omnicom’s BBDO West and five-year incumbent WPP’s J. Walter Thompson, both in San Francisco. The utility put its account in review in August. VB&P’s first work is due early next year. MindShare in San Francisco continues to handle media.
