A former outdoor-advertising executive pleaded guilty last Tuesday to a fraud charge relating to a conspiracy in which he received about $176,000 in kickbacks from graphics-services company The Color Wheel. According to the charge filed in U.S. District Court in Manhattan, Barry Holland, a former vp at New York's Transportation Displays, steered contracts to The Color Wheel from approximately 1991 through 2000. Lawyers for Holland could not be reached.
