Gilbert Torres was named production artist at The Balcom Agency, Fort Worth. Previously, Torres was senior production artist and system administrator at Regian & Wilson Advertising & Public Relations, also Fort Worth. Account manager and publicist Yvette Blair has been hired by Hadeler White Public Relations in Dallas. Blair was a segment producer for the Good Morning Texas program on WFAA-TV, Channel 8 in Dallas. Bates Southwest, Houston, tapped account executive Amy Zee to handle assignments for the St. Luke's Episcopal Health System and Guardian Savings accounts. Zee was assistant account executive with Ogilvy & Mather, New York. GSD&M, Austin, brought aboard account supervisor Eric Moore and art director Rick Yamakoshi for its SBC business. Moore was with Fox Sports Southwest, Dallas, while Yamakoshi joins from Fallon McElligott, Minneapolis. J.C. Penney, Plano, elected Robert Romasco president and chief executive officer of its direct marketing services division. Romasco was senior vice president of corporate marketing at American Century Investment. Susie Hiskey is a new designer at MC2 Advertising & Design, Austin. She formerly worked in the Czech Republic. Frames Per Second, Dallas, appointed Soozy Martin-Burnett director of marketing and sales. Previously, Burnett was a broadcast producer at B.A. Advertising, Dallas. Branding Partners, the sports and entertainment marketing division of The Lenihan Group, Austin, added account executive Clayton Bullock and corporate and client services coordinator Anna Robinson. It also promoted Kelley Robinson to account coordinator. Designworks Advertising Group, Wichita Falls, hired account service coordinator Ashley Bennett and graphic artist Michelle Skipworth. Regian & Wilson Advertising & Public Relations, Fort Worth, employed the following new personnel: production artist Malinda King; copywriter Billy Van Osten; media coordinator Laura Sjotvedt; designer and production artist Laurie Wisdom; and account executive Amy Johnson. Savage Design Group, Houston, named Gale Wiley multimedia director. Wiley, formerly new media director at the Houston Chronicle, will also work with Savage's affiliate company, Net Explorer.
