Congress sent a bill that seeks to combat unwanted commercial e-mail to the White House last week for President Bush’s signature. The act proposes tough penalties against senders of unlawful marketing e-mails, warnings for pornographic messages and a “do-not-spam” registry. Bush is expected to sign the measure.
