LOS ANGELES The Federal Communications Commission has narrowly approved regulations that make it more difficult for local governments to interfere with new cable industry competitors entering the video marketplace.

At the same meeting in which the video franchise rules were approved by the commission in a 3-2 vote, FCC chairman Kevin Martin released a new report showing that the prices most Americans pay for cable have nearly doubled in the past 10 years. The report found that in 2004, rates for basic and expanded cable service, which account for slightly less than 85 percent of subscribers, rose 5.2
