Publicis in New York has landed the creative portion of TBS Superstation’s estimated $15-20 million account, the client said last week. In addition, independent Cliff Freeman and Partners in New York has won creative chores for the station’s “Non-Stop Comedy Block” of shows. The shops beat Omnicom’s Spike/DDB in New York and Goodby, Silverstein & Partners in San Francisco; MDC’s Crispin Porter + Bogusky in Miami; independent Amoeba in Santa Monica, Calif.; and Havas’ Arnold in Boston and McLean, Va.,
