The deadline for submitting materials isn’t until June 15, but it appears that few in-state agencies will challenge incumbent Arnold for the Massachusetts Department of Public Health Tobacco Control Program’s $8-14 million ad account. By law, the contract must be reviewed periodically.

The Boston agency inherited the business in 1997 when it purchased Houston Herstek Favat. Arnold also handles the American Legacy Foundation’s national anti-smoking business. The shop’s category strength has most notable locals taking a pass on the MDPH.
