Carolyn Penner of Twitter’s communications department offered more details on the Twitter Blog:
Starting today, you’ll be able to use Twitter in Russian and Turkish. We added these two languages to our Translation Center about two months ago. Thanks to the fast, high-quality work of our translators, both languages are now available on twitter.com and mobile.twitter.com.
You can change your language from the settings page on twitter.com.
