Rep. Tim Johnson (R-Ill.) has long been known for his, ahem, peculiar ways. He has been spotted with his fly inexplicably unzipped on the Senate side of the Capitol. He has been seen in full disco attire. Journos in the Capitol often remark on how he looks as if he just rolled out of bed.
