Justin Rudd, our favorite local do-gooder/event planner likes nothing more than to dress cute, small things up in cute, small costumes and make them parade about the streets of Long Beach. Just about any time Second Street is closed, you can bet Rudd has organized another million mutt march of dolled-up dogs, often accompanied by kittens and adorable children.
