Homemade Submarine Found In East River

WABC has the breaking story of a DIY submarine found in the East River. Three men are currently being questioned by authorities after the homemade submersible was found in the waters off of Red Hook. Given the current post-bridge collapse hysteria, this really was not the best time to build a DIY sub.
