California’s state government and Sprint teamed to create the U.S.’s first mobile alert system.

California to Deploy Nation’s First Mass Mobile Alert System (Government Technology magazine)

The Commercial Mobile Alert System (CMAS) will have its initial deployment in San Diego County. Text messages can be sent to mobile phones in defined geographic areas. An area can be as small as a few city blocks or as large as an entire county.

You can probably imagine how a communications project like this is fraught with all kinds of possible problem areas like accidental mass texting as well as false alarms.
