Australia pulls plug on TV ad for euthanasia

This pro-euthanasia TV spot was banned in Australia. Now, euthanasia is illegal in Australia, so that makes sense, right? Well, apparently the group behind the ad, Exit International, had permission to air it before Free TV Australia pulled it. How did they get permission at all? It's not like the ad is terribly subtle (although it is moving). And Australia's government isn't what you'd call sympathetic. So, I'm wondering how this slipped past the powers that be in the first place.
