Tough Decisions for Cable

NEW YORK – Probably the most important short-term regulation concerns facing the cable industry are the must-carry and retransmission consent, which stand to alter the programming makeup of cable systems across the country by Oct. 6. At stake is what decision cable operators and stations will come to in the extremely short time frames they are given to make these decisions. The rulemaking clearly favors broadcasters: Under must-carry, stations can demand to be carried by a cable system if they are in the same ADI. Stations are also given considerable leeway to dictate channel positioning if they opt for must-carry.
