Starcom USA has created the position of chief operating officer and promoted its top buyer, Chris Boothe, to fill the post. He continues to report to agency CEO Lisa Donohue.

Booth now gains oversight of new-business activities. The job also comes with a mandate to create operational efficiencies. Replacing Boothe in the buyer’s slot is Mike Rosen, who has handled the shop’s assignment for GM for the past five years.

The shop, a unit of Publicis Groupe, oversees ad spending in excess of $9 billion annually on behalf of clients, according to Recma, a firm that tracks media agency billings.
