MOSCOW – Foreign advertisers are shelling out nearly twice as much money for Russian television airtime as they were two weeks ago, Ostankino, the all-Russian television network, raised its ad rates as of Sept. 1, charging as much as $12,000 per minute for primetime ads that last month cost $7,000. The network offers discounts of 60-70% to advertisers from Russia and other countries within the Commonwealth of Independent States.
