Seiko has picked BMZ, the European network of Publicis, to hand its $10-million pan-European account. In France the account will be handled by the agency Alice . . . Gert Muller, shareholder at Spiess Ermisch Abels/Dusseldorf, has left the agency with another BMW account. Muller will open up his own shop with BMW motor vehicles, an account which was handled by SEA . . . France Telecom has asked Euro RSCG, Publicis Etoiles and Hintzy to pitch the account for a new telephone dialing system. No decision date was given . . . The government of Monaco is expected to name Young & Rubicam/Paris to handle its $750,000 tourism account. The account was pitched by eight agencies, but came down to Y&R and Jump in the finals . . . Ben Katayama recently moved from his position as chairman at BSB Japan to become the director of international business at BSB/ORICOM. Separately, Hiroshi Koiwai has been appointed director of BSB Japan.
