In preparation for worldwide growth after its recent sale to Publicis, Fallon McElligott subsidiary Duffy Design and Interactive named New York-based design director Neil Powell president and executive creative director of its worldwide operations. Powell joined the agency in 1991 and was selected by
chairman Joe Duffy to open and run the company’s New York office in 1995. Powell is also a managing partner of Fallon McElligott in New York. Duffy will remain chairman of Duffy Design and Interactive. Also, Phil Smith was named managing director of the shop’s New York office.
The One Club, New York, appointed Agency.com founder Kyle Shannon to its board of directors.
Publicis in New York has named Scott Baker executive principal/U.S. chief technology officer. He was most recently chief technology officer at the law firm Munsch Hardt Kopf & Harr P.C. in Dallas.
KSL Media, a unit of True North Diversified Services, has named Walter Reichel senior vice president, director of client services. He assumes the position from Louise Bradford, who is being promoted to executive vice president, general manager at New York-based KSL Media. Reichel previously ran his own media-consulting company, A-to-S Link in New York.
Jordan McGrath Case & Partners Euro RSCG in New York has promoted three executives in its communications, strategy and planning department. Elizabeth Dorrance, Steve Minichini and Audrey Siegel were each named to the new post of senior vice president, director of communication strategy. All three each formerly held the title of vice president, associate media director. Siegel has additional responsibilities as director of print media services, replacing Melinda McLaughlin, who has become vice president of research at A&E.
NCI Network, a group of Nelson Communications in New York, has promoted Janet Hedrick to senior vice president, account group supervisor at NCI Advertising. She was most recently vice president, account group supervisor at NCI Advertising.

Jennifer Webb has arrived as Mac liner; she was previously an advertising assistant at K&L Microwave,
Salisbury, Md. And Alissa Bowman was appointed production assistant; she is a recent graduate of Clemson University.
Kelly Michener in Lancaster has named Lauren Bourgoing account executive, with such duties as the day-to-day management of marketing communications programs for several agency clients. Most recently, she was an account executive at Atlas Telecom in Aix-en-Provence, France
