NEW YORK Russian oil concern Lukoil has chosen Havas’ Arnold to introduce the brand from Maine to Virginia, where the client owns more than 2,000 gas stations, the agency said.

“Part of the reason they were attracted to us was we had a nice mix of experience,” said agency president Fran Kelly.
