Siboney Adds Kellogg’s Latino Promotions

ATLANTA—Kellogg Co. has tapped Siboney USA to handle new promotional campaigns directed at the Hispanic market. The Miami shop will create in-store materials for retailers in Chicago, Houston, Los Angeles, Miami, New York and San Antonio. Minority-owned Siboney USA will share creative and account management chores with its New York office. The agency is a unit of the Interpublic Group of Cos.

TVA Signs Pact With The Johnson Group

ATLANTA—The Johnson Group has won a three-year contract from the Tennessee Valley Authority. The independent Chattanooga, Tenn., agency will create collateral and Web site materials for the power utility. Billings are undisclosed. The Knoxville, Tenn.-based client supplies electricity to seven southern states:Tennessee, Virginia, North Carolina, Alabama, Georgia, Mississippi and Kentucky.

Bates USA West Closes California Office

LOS ANGELES—Bates USA West has shuttered operations, sources said. The Irvine, Calif., office, which a year ago had $275 million in billings and roughly 150 employees, closed Oct. 18 with 20 staffers and no clients, sources said. Representatives of Bates did not return calls. The decision to close the location follows the loss of the Cordiant-owned shop’s largest account, Hyundai Motor America, which spent $330 million on corporate and dealer ads through Bates’ various offices. The only other clients in Irvine, Pacific Sunwear and Aramark Uniform Services, departed in May and August, respectively. Bates’ lease on the office space expires at the end of February. Remaining in the building are seven or eight employees from marketing services network 141 and interactive shop CCG.XM, both owned by Cordiant, sources said.

FCB Wins Navigy Interactive Assignments

CHICAGO—Foote, Cone & Belding here has picked up interactive work for Navigy, a subsidiary of Blue Cross and Blue Shield of Florida, following a review. Billings were estimated by sources at $5-10 million. The Jacksonville, Fla.-based company offers technology consulting services to healthcare clients. Contenders in the review were not disclosed.

Terra Lycos Delays Agency Decision

BOSTON—The shootout for the approximately $20 million ad account of Terra Lycos’ Lycos Web portal between roster agencies Hill, Holliday, Connors, Cosmopulos and Ogilvy & Mather has been delayed by internal machinations at the client that could result in high-level domestic management changes within the next few weeks, sources said. Hill, Holliday in Boston handles the Lycos brand; Ogilvy works on Terra advertising. The two shops made late-summer presentations in New York to management from both Terra Lycos’ U.S. operations and its headquarters in Barcelona, Spain, sources said. That process has been placed on hold, according to sources. Agency executives either could not be reached or declined comment. A Terra Lycos representative said he would not “speculate on rumors.”
