BOSTON Five contenders have returned a request for proposal issued two weeks ago by the Federal Emergency Management Agency, which is seeking a shop to handle advertising and public relations for its National Flood Insurance Program, the client said.

Annual billings are $12-15 million, according to the client.

Returning the RFP were Havas’ Arnold, which is based in Boston; Interpublic Group’s Campbell-Ewald in Warren, Mich.; WPP Group’s J. Walter Thompson, Atlanta, and the team of Ogilvy & Mather and Burson-Marsteller, both in Washington, D.C;
