CHICAGO–The Internal Revenue Service awarded its five-year, $80-100 million marketing contract to Foote, Cone & Belding in New York following a review. Finalists in the competition included Grey and Young & Rubicam in New York and BBDO, Atlanta, according to sources. Thirteen agencies originally bid for the contract, said Gail Ellis, chief of marketing and taxpayer information for the IRS. Ellis declined to confirm finalists. The incumbent was Cossette Post in New York, which sources said did not participate.
