LOS ANGELES Santa Barbara City College has selected Crocker/Flanagan to develop a statewide financial aid campaign for the community college system, the client said.

The independent shop overcame two other Sacramento, Calif., agencies—WPP Group’s Ogilvy Public Relations Worldwide and indie Runyon Saltzman & Einhorn. Because this is a new assignment, there was no incumbent.

Billings for the one-year contract are roughly $3.5 million. The contract may be extended for up to three additional years.

Crocker/Flanagan must wait out the protest period, which ends on Friday, before the contract is officially awarded.
