NEW YORK — Cliff Freeman and Partners laid off five employees on Wednesday, the agency confirmed.

The layoffs were across the board and represent about 5 percent of its work force. “This round of layoffs is the final one,” said director of business development Charles Rosen. “It completes all anticipated layoffs for the year.” In November, the agency laid off about 10 people after it lost the $80 million Hardee’s account.

Rosen said the most recent layoffs would likely have been avoided had the agency won new business, such as a recent Pizza Hut assignment, which went to Wieden + Kennedy in Portland, Ore.
