Broadwing Communications, formerly Cincinnati Bell, has shifted its $10 million media buying and planning account from Northlich to Empower MediaMarketing, sources said last week.

Neither Cincinnati shop was available for comment. A Broadwing representative could not be reached.

The move is partly the result of Broadwing’s change in business strategy as it grows into a larger entity outside of the Cincinnati area, sources said. The company was created by the merger of Cincinnati Bell and IXC Communications in 1999.

Hill, Holiday, Connors, Cosmopulos, Boston, handles creative for Broadwing.
